This public notice covers positions managing, supervising, leading, and/or performing professional medical work . Duties and responsibilities vary and may increase according to the grade level and series of the position. This public notice will be used to fill the positions listed below at the following grade levels.

  • Veterinary Medical Officer, GS-0701: Grades GS-11 through GS-15

Requirements

Conditions of Employment

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

  • US Citizenship is required.
  • Males born after December 31, 1959 must be registered or exempt from Selective Service ( http://www.sss.gov ).
  • May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared .
  • CDC participates in the USCIS Electronic Employment Eligibility Verification Program ( E-Verify ). If selected, CDC will determine your employment eligibility using your social security number.
  • Direct Deposit is required.
  • One-year probationary period may be required.
  • This position may be subject to a Collective Bargaining Agreement.
  • Due to positions being filled at multiple grade levels and locations, you may be subject to initial and random drug testing.
  • This public notice may be used to fill supervisory or manager positions.
  • May be subject to 1 year supervisory or managerial probationary period
  • Some positions will be filled as permanent or term appointments.
  • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
  • In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Basic Qualifications:

  • MEDICAL REQUIREMENTS: Must be physically & mentally able to safely & efficiently perform the full range of duties of the position without creating hazards to themselves or others
  • DEGREE: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). See Education section.
  • Graduates of foreign veterinary medical schools - See Education section.
  • GS-12 & ABOVE ADDITIONAL REQUIREMENTS:
  • GS-12:
  • 1 year of progressively responsible professional veterinary experience equivalent to the GS-11 grade level that demonstrates the ability to independently perform the veterinary medical duties required of the position OR
  • Master's degree in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position OR
  • Successful completion of 2 years of an internship, residency program, or fellowship training program in a discipline related to the position
  • GS-13:
  • 1 year of progressively responsible professional veterinary experience equivalent to the GS-12 grade level OR
  • Ph.D. degree in any of the above specialties or related sciences OR
  • Successful completion of 3 years of an internship, residency program, or fellowship training program in a discipline related to the position
  • BOARD CERTIFICATION: Veterinarians who successfully complete all requirements for Diplomate status in an American Board of Veterinary Specialties (ABVS)-recognized veterinary specialty organization may qualify for the GS-13 grade level
  • GS-14 & ABOVE:
  • 1 year of progressively responsible professional veterinary experience equivalent to the next lower grade level

Education

A copy of your transcripts or equivalent documentation is required. An official transcript will be required if you are selected.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page .

  • FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Veterinary Medical Officer Education/Degree Requirements:

  • Doctor of Veterinary Medicine (DVM)/equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school/college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org , has a listing of all AVMA-accredited veterinary medical schools.
  • Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education must meet 1 of the following requirements
  • Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
  • Possession of a permanent, full & unrestricted license to practice veterinary medicine in a State, District of Columbia, Commonwealth of Puerto Rico, or a U.S. territory that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) & the Clinical Competency Test (CCT)
  • Proof that education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program) Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally & internationally recognized examinations that incorporate assessments of reading, writing, listening & speaking skills. Examples of examinations that assess mastery of the English language:
  • Test of English as a Foreign Language (TOEFL): Minimum scores are 560 for paper-based version; 220 for computer-based version; or overall score of 83 for internet-based version (including 26 or higher in speaking, 26 or higher in listening, & 17 or higher in writing). For computer-based & paper-based test versions, applicants must also complete the Test of Spoken English (TSE) & the Test of Written English (TWE): Minimum required scores are 55 for TSE & 5.5 for TWE OR
  • Academic tests (listening, writing, & speaking) offered by the International English Language Testing System (IELTS): must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, & 6.0 in writing OR
  • Canadian Academic English Language Assessment (CAEL): must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, & 50 in writing

Additional information

The salary listed is Rest of U.S. (RUS). Locality pay will be adjusted to reflect location after selection. If selected, you will be required to sign a Workplace Flexibilities Agreement. Salary may be adjusted to include a Cost of Living Allowance (COLA) of 1.69% for Anchorage, Alaska, 8.90% for Honolulu, Hawaii, and 2.63% for Puerto Rico.
